President Boakai specifically addressed the visual and functional decline of urban centers, noting that the excessive proliferation of building materials stores along major thoroughfares is a direct symptom of unregulated growth. The President observed that these businesses frequently obstruct traffic flow and create a sense of visual blight, particularly in Monrovia. Consequently, he has issued a direct mandate to the Ministry of Public Works to take immediate and swift action to rectify these specific obstructions.

This policy shift also includes the institutionalization of the National Infrastructure Conference as a triennial event to ensure long-term planning consistency.
